Youth and Safety Program in the Eastern Netherlands.

Crime among youth is not necessarily increasing, but the crimes committed by young people are becoming more serious. Therefore, there is increasing attention to juvenile crime and the bottlenecks in organizing the right support for young people. Therefore, the goal of the Youth and Safety program is to establish effective (local) cooperation between municipalities and criminal justice partners in East. With the program, we want to (serious) youth crime effectively and preventively. In doing so, we prevent young people from slipping (further) into the criminal milieu. We do this by help municipalities and criminal justice partners to establish a rock-solid local cooperation structure.

In this structure, municipalities and criminal justice partners work together from an equal social ambition. Together they work hard from their own task and responsibility to achieve equal goals for young people and their families. In doing so, they apply intervention strategies from an equal vision for the target group. The structure – which is appropriate in all three phases of criminal justice and matches the scale on which the cooperation partners are organized – complies with applicable laws and regulations, including the AVG.

Duration of program: Oct. 1, 2023 to Oct. 1, 2025.

Program Pillars

Learning by doing

Space is provided for municipalities and criminal justice partners to develop initiatives (pilots) to address the identified bottlenecks.

Some examples include:

  • Information sharing between municipalities and criminal justice partners is insufficient due to a lack of clarity about-and inadequacy of-existing laws and regulations;
  • Youth aid in the criminal justice framework (forensic youth aid) is insufficiently available;
  • There is insufficient visibility on issues among youth in vulnerable neighborhoods;
  • Coherence between care and justice interventions is (often) insufficient.

Sharing acquired knowledge and experience

  • Activities are organized that contribute to exchanging together, learning about, sharing good examples and understanding/living through the client journey and mission/vision of juvenile delinquency.
  • In addition to the knowledge experience from the program, (national) developments affecting the program are shared.
  • Pilots and activities are monitored and evaluated in the interim.
  • The Safety Network website is used to share lessons learned and good examples.
Program Pillars

East Netherlands Pilots for Youth and Safety Program.

Within the development program Youth and Safety in the Eastern Netherlands, four pilots have started in the Twente region, the municipality of Zwolle and the municipality of Ede. These are the pilots Vroegsignalering and Dashboard in Twente, Veilig in en om School (VIOS) in Zwolle and the Omgevingsadvies 2.0 in Ede and adjacent municipalities. A brief description for each pilot is included below.

Pilot Core Team at School Zwolle (VIOS).

The pilot ‘Safe in and around School (VIOS) – a core team at school’ in Zwolle focuses on improving cooperation and support structure in, around and between schools, the social domain and the juvenile justice chain in the Eastern Netherlands. This is to prevent young people from ending up in crime. To this end, the schools Talentstad, Thorbecke VMBO PRO and Ambelt
Wapenveld employ the VIOS approach (Safe in and around School), in which schools make agreements with chain partners about identifying worrying behavior or discussing crime at school.

Purpose of the pilot

The goal is to create a safe learning and living environment by identifying and addressing (suspected) criminal behavior early. To this end, cooperation is set up
between education, social domain and juvenile justice partners. Together they offer an approach to support young people to prevent them from slipping into criminal activities.

Results

  • A VIOS (Safe In and Around School) approach at three schools in the East Country;
  • Improved information exchange, connection and cooperation between schools, social domain
    and juvenile justice chain;
  • Clarity about roles and responsibilities of different parties;
  • Clear consultation structures and a set of interventions to better address the needs of
    youth, such as the Youth Court, for example.

What’s next?

In recent months, the first steps have been taken to roll out the VIOS approach at three schools. In parallel, efforts are being made to hook up other parties from the
justice chain. By the end of 2024, the experiences will be worked out into lessons learned and a working method for other municipalities and schools on what the connection between the VIOS teams and the juvenile justice chain can look like. In early 2025, the pilot in Zwolle will be evaluated.

Pilot Early Warning Twente

The Vroegsignalering pilot project in Twente focuses on redesigning the Vroegsignalering consultations in the municipalities of Almelo and Enschede. The aim of these meetings is to identify vulnerable young people who are at risk of sliding into crime in a timely manner and to implement appropriate interventions. By eliminating ambiguities regarding laws and regulations on information sharing and by making clear working agreements, the municipalities in the East Netherlands want to breathe new life into the early warning system.

 

 

Purpose of the pilot

To prevent young people from sliding towards (more serious) crime and undermining, it is important that signs of vulnerable young people are seen and recognized at an early stage so that early interventions can be initiated. The aim of the pilot is to develop a clear and effective structure for early warning consultations in which all relevant partners (such as municipalities, police, youth care, education and HALT) work together efficiently. This should lead to an improved process for sharing information and taking joint action to support young people.

Results

  • Improved consultation structure where it is clear who has what role and task;
  • Clear target group definition for early warning consultation;
  • Faster and better connection between the various partners (municipalities, police, youth welfare, education and HALT), so that signals of risky behavior are picked up and followed up more quickly;
  • Submit a concrete protocol for early warning which can serve as a blueprint for other municipalities in the region.

What’s next?

In early 2024, implementation started. For twelve months, the partners in the region want to start learning from the results in the pilot in the municipalities of Enschede and Almelo. Central to this phase is working out a joint work process and arriving at a cooperation covenant. The aim is to have the experiences and lessons learned land in a “manual on early signaling – set-up and implementation of early signaling consultations in the Twente region” for other regions by the end of 2024. An evaluation of the pilot is planned for early 2025.

Pilot Dashboard in Twente

The Dashboard in Twente pilot focuses on the development of a dashboard/monitor for youth, care and safety; in the Twente region. This instrument should provide insight into trends in youth crime and the effectiveness of interventions by combining and making better use of the available data from various parties involved. To this end, various partners in the youth (criminal) justice chain are working together to identify what data is available and how it can be utilized. Kennispunt Twente is helping the region to develop a dashboard/monitor that brings together existing data.

The goal is to create a data-driven tool that will help partners in the juvenile and criminal justice chain make more informed and informed decisions. The dashboard should provide insight into the issues and impact of various interventions. The goal is to reduce the number of juveniles ending up in crime because interventions can be targeted more effectively in places.

  • A working dashboard that combines and provides insight into relevant data from various stakeholders;
  • Improved collaboration and data sharing between different partners that will allow learning together
    ;

Pilot Environmental Advice 2.0

The “Environmental Advice 2.0” pilot focuses on improving cooperation between the Social Domain and the juvenile justice chain in the municipality of Ede, Barneveld and a number of surrounding
municipalities to better support young people about whom there are worrying signs or who are suspected of committing crimes.

This pilot follows an earlier pilot ‘Environmental Advice 1.0 ZSM Youth’ by the municipality of Ede, Raad voor de Kinderbescherming, police and the Public Prosecution Service. This version of the pilot focused specifically on minors suspected of criminal offenses and discussed at ZSM. The 2.0 version of the pilot also focuses on juveniles about whom there are worrying signals, but who are not yet formally suspected of a criminal offense. To do this properly, it must become easier to bring together information from the Social Domain, the (youth) criminal justice domain and the other stakeholders. Criminal justice alone is often insufficient to prevent juvenile delinquency and recidivism. Any criminal action must therefore be part of a broader approach to prevention, assistance/support and aftercare for the youth and the family.

Purpose of the pilot

The goal is to develop an integrated approach in which information from the Social Domain and the (juvenile) criminal justice domain are more easily brought together to support young people more effectively and prevent further slide or recidivism.

Results

  • Improved information exchange and cooperation between Social Domain, (juvenile) criminal justice framework and other organizations;
  • Faster and more effective support for youth and families;
  • Expanding the target population within the pilot and involving more parties to provide support from broader expertise.

What’s next?

Over the past period it has been determined with which parties the pilot will be continued. In any case, these are the municipalities of Ede and Barneveld in cooperation with the Council for Child Protection, Youth Protection Gelderland and the Police. The municipalities of Renkum and Wageningen are also in talks about joining. In June, the first work session with professionals will take place where attention will in any case be paid to the “client journey” and where the signals currently come in.
